The Pre-Construction Services Agreement (PCSA) stage has become essential for achieving Gateway 2 compliance under the Building Safety Act 2022. This legislation requires rigorous building control approval from the Building Safety Regulator (BSR) before construction can begin on Higher-Risk Buildings (HRBs). By appointing contractors early through a PCSA, they can take the lead on design development and compile the documentation needed for Gateway 2, ensuring that safety is fully integrated into the project ahead of the “hard stop” approval point.
